Your despatch 15th August, 243. Special Hong Kong passenger certificate for recognition by Board of Trede will now be called the Hong Kong Foreign going passenger certificate. The present foreign going certificate will become the Hong Kong coastal passenger certificate.
My despatch 23rd June, 1925, 270, Nos.7,8,9 and 14 are now in practice enforced for Foreign going passenger ships.
2 and 3 are not yet in force as revised edition of instructions as to the survey of passenger steamships has not yet been received from Board of Trade but on arrival will be brought into force for all Foreign going passenger ships. Requested
that 12 copies may be obte ined and forwarded as soon as poss- ible. It is proposed to enforce all Board of Trade regulations including fire extinguishing appliances for new Hong Kong foreign going passenger certificate as from 1st January,1928, and in order to give due warning to builders of new ships and owners of existing ships necessary regulations are now being brought before the Executive Council and I will inform you by cable as soon as such regulations have been passed. I would request that on receipt of such cable en order in Council may be passed immediately having effect as from 1st January, 1928.
Your telegram 21st Uctober, 1926, Pre sent certificates of Changte and Taiping expire respectively October and December when they will be surveyed by Wilton and Hall and provided thi full Board of Trade requirements are complied with request that arrangements be made with Australia for recognition of such survey until order in Council comes into force when certifi- cates then issued will be exchanged for the new Hong Kong Foreign going passenger certificate.
